Ms Charlene Chang was appointed Deputy Secretary (Development) of the Ministry of Law in October 2023.  The Ministry’s mission is advancing access to justice, the rule of law, as well as the economy & society through policy, law and services.  Ms. Chang oversees areas including legal industry development, intellectual property, and access to justice. Her key responsibilities include furthering the growth of Singapore’s legal industry, strengthening Singapore as an international dispute resolution hub, developing Singapore’s intellectual property regime, and overseeing legal services such as civil legal aid, criminal defence aid, insolvency & bankruptcy administration, and community mediation.

 

Prior to the Ministry of Law, Ms. Chang was the Group Director of the Ageing Planning Office in the Ministry of Health from 2019 to 2023. In this role, she oversaw the national ageing agenda spanning a wide range of areas such as eldercare services, senior housing, seniors health & wellness, and ageing research & development.  

 

Ms Chang is a career public officer whose previous postings include the Public Service Division, the Ministry of Culture, Community and Youth, the Ministry of National Development, the Ministry of Manpower, and the Ministry of Trade and Industry. She is a qualified lawyer who graduated from the Faculty of Law, National University of Singapore with a Second Upper Honours, and also holds a Master in Public Management from the Lee Kuan Yew School of Public Policy.
